Terms of Service

These Terms govern your use of Rapport, operated by Building Rapport LLC. By creating an account or submitting a report, you agree to these Terms.

Not an emergency service

Rapport is not a substitute for 9-1-1 or any emergency service. If there is a threat to life, property, or public safety, call 9-1-1 immediately. We make no guarantee that any town will see or act on a report.

Your account

  • You must be at least 13 years old.
  • You are responsible for activity under your account and for keeping your password secure.
  • One person per account. Don't impersonate others.

Acceptable use

You agree not to:

  • Submit knowingly false, misleading, or harassing reports.
  • Submit content that is unlawful, defamatory, obscene, or that infringes others' rights.
  • Upload personal information about identifiable individuals beyond what is needed to describe the issue.
  • Attempt to disrupt the service, scrape data at scale, or bypass rate limits.
  • Use the service to discriminate, threaten, or intimidate.

We may remove content, suspend, or terminate accounts that violate these rules. Repeated false reports may be referred to the relevant town authority.

Public content

Reports you submit (excluding fields marked anonymous) become part of the public civic record. You grant Rapport and the relevant town a non-exclusive, royalty-free license to display, store, and act on the report for civic purposes.

Town staff

Verified town staff may update report status, route reports between departments, and communicate with reporters. Staff actions are logged.

Disclaimer

The service is provided "as is" without warranties of any kind. To the maximum extent permitted by law, Building Rapport LLC disclaims all warranties, express or implied, including merchantability, fitness for a particular purpose, and non-infringement.

Limitation of liability

To the maximum extent permitted by law, Building Rapport LLC will not be liable for any indirect, incidental, special, or consequential damages, or for any failure of a town to respond to a report. Our total liability for any claim arising from the service will not exceed one hundred US dollars (USD $100).

Changes and termination

We may update these Terms; material changes will be announced. You may stop using the service at any time. We may suspend or terminate access for violations of these Terms.

Governing law

These Terms are governed by the laws of the State of New York, USA, without regard to conflict-of-laws rules.
